Candies with a chocolate shell, like M&Ms, or even Skittles, are made in a large contraption called a "panner." It's basically a huge revolving drum into which coatings are sprayed onto a center such as a cranberry. Our cranberries dragees (basically the French term for candies made in a panner) are made with truly excellent dark chocolate by Seattle Gourmet Foods.
